Duties and Responsibilities of Procurement and Property Administration Directorate
1. Prepare annual procurement plan based on the demand of all units of the university
2. Prepare and submit Bid document to procurement approval committee for approval
3. Checks if all suppliers of the university are registered in suppliers’ list of PPA’s website.
4. Make amendments on bid documents as per feedback of Bid Approval Committee.
5. Make the bid announcement to be issued in the website and news paper
6. Fix price of the bid document and send it to be sold by Finance & Budget Directorate
7. Gives feedbacks on issues raised by the bidders on the bid documents
8. Opens bid and ensure that all bid events are minuted and recorded
9. Makes sure if all bid bonds or bid securities are valid
10. Keeps all bid and bidding documents appropriately
11. Make sure that samples provided by suppliers are selected using the codes to avoid biasedness and to avoid unfair bidding.
12. Submit all bids to be approved by the Procurement Approval Committee and make sure that they are all approved before awarding the winners
13. It responds in writing to complaints from bidders.
14. Announces bid result to all bidders.
15. Awards the winners of bids in written letter
16. Prepares contract document and get it signed by the university and the winners of the bid.
17. Make sure that the supplier selected by the bid have provided an appropriate and relevant performance bond
18. Follow-up and Controls if the suppliers have completed successfully their contract.
19. Takes measures on the suppliers’ who fails to complete their contract
20. Conduct market survey and avails all market information for the university
21. Ensures if all goods and services are inspected by quality control committee before they are accepted by the university.
22. Makes sure if the payment is made timely for suppliers.
23. Makes all properties controlled based on Property administration directive
24. Conduct annual inventory of goods.
