Background of the Human Resource Administration and Development Directorate
Gondar Medical Science was established in 1955 organizing different main departments and units. When it happened, for the college fulfilled the main input of an organization-the human resource administration, the human resource unit was formed, being called after the name workers’ administration of the college.
The human resource administration (job management) has had different names:
- From 1955 up to 2000, it was called Record and Folder Main Unit of Workers’ Administration,
- From 2001 up to 2005, it was called Administration and Finance Service,
- From 2006 up to 2012, it was called Department of Human Resource Management,
- From 2013 up to 2018, it was called Directorate of Human Resource Management, and
- Now starting from 2019, based on the application of the new Point-based Job-evaluation and grading system, it has been called Directorate of Human Resource Administration and Development.
- For the university has been growing and expanding with high rate, the human resource administration and development directorate has formed itself having one human resource management coordinator in each of the six campuses of the university, and one center in the university with three team leaders; consequently, it delivers high quality and quick services to the huge number of internal and external customers.
Main duties and activities carried out under Human Resource Administration and Development directorate:
-Making the directorate efficient and effective by planning, managing, coordinating, monitoring, supervising, evaluating and appraising performances,
-Getting researches to be conducted, and rules and regulations to be revised,
-Enabling and supervising different units of the university to carry out their respected roles pursuant to rules and regulations,
-Extending education and training opportunities so as to improve the human resource development,
-Improving and extending the information, documentation and data-base system of the human resource,
-Prevailing occupation-related safety, protection and security of the human resource of the university, and
– Giving timely solutions to reasonable grievances and complaints.

Of the inputs which enable the university to implement and achieve the
short, middle and long term missions, goals and objectives the main one is
human resource. The task of fulfilling this resource appropriately, attracting
and retaining it is one that has to be given serious attention. By fulfilling
the human resources in each campus, collage, faculty and institution, schools,
directorate and office, by accepting a transfer, by upgrading and by employing,
the university strives to achieve the goal of the five-year strategic plan of
the teaching-learning.

In the university, currently there are2730 Teacher’s 220 Technical
assistance 956 health experts, and 4964 administration workers.

Generally, the directorate has been managing more than
8870 permanent and contract employees of academic, administration and health
experts by providing opportunities of employment, upgrading, bringing man power
in transfer, and by extending training opportunity programs. It has, as the
same time, been striving to achieve the three pillars of the university by
prevailing good governance.

The directorate has been carrying out its duties and
responsibilities by engaging the job titles with adequate and competent
workers, based on the principles of the Civil Service Commission. The
directorate does what is expected from it, with standing many challenges by
devising contingency solutions, like macro and micro team discussion,
participatory problem-solving mechanisms, job evaluation and appraising,
promoting best practices and improving poor performances.

quick, quality and customer-centered service-delivery.
Mission:
By availing competent and adequate human resource and
by creating conducive environment, the directorate contributes significantly to
make the three pillars (teaching, research and community service) of the university
practical.

– We potentially have staff workers with
the motivation of learning and changing, and ones who are ethical and well
disciplined.
-Our boss is our work whose undone punishes us
-Our customers are the very cause for our existence
-Our customers with complaints and grievance are the true and exact evaluators
of our performance, and thus are good function for our improvement and change
